Right.  This is a bit messy - mixing scopes can work in some
circumstances, but exactly when is pretty tricky to figure out.
Nonetheless I agree that this approach makes more sense than the
existing one - and also gets us a step closer to allowing our DHCP
server to answer queries from multiple clients.
